Fat-Cat AER (Army Emergency Relief) is hoarding its receipts rather than expending them for relief. Its counterparts (Navy and Marine relief agencies) spend much higher percentages of their resources for relief than does AER. At least, The Doser says, it is better to piggy-bank the funds than to graft them.
